Electoral system review

Purpose

This bulletin provides information about the issues paper recently released by the Law, Justice and Safety Committee on their inquiry into the current local government electoral system under the Local Government Act 1993 and on alternative systems and practices.

Parliamentary inquiry

The Law, Justice and Safety Committee is conducting a review of the local government electoral system in Queensland (except for Brisbane City Council). In carrying out the review the committee will consider and report on the application of different electoral systems to local government elections in Queensland. The committee will make its report to the Legislative Assembly by the end of November 2010.

The committee is currently seeking submissions on matters within its terms of reference. Submissions close on Friday 30 July 2010.

Matters for consideration

The committee is seeking submissions on issues including:

local government divisions

  • divided and undivided councils

the conduct of elections

  • the administration of quadrennial elections by the Electoral Commission of Queensland
  • the timing of local government elections

candidates—requirements and conduct

  • the requirements for nominations and candidature
  • campaign funding and disclosures
  • electoral signage and advertising material

voting

  • compulsory voting
  • postal voting, pre-polling and absent voting
  • property franchise—should voting In local government elections be restricted to residents

voting systems

  • optional preferential voting
  • first-past-the-post voting
  • proportional representation.

Other matters

The committee is also seeking submissions about other local government electoral system issues it should consider as part of its inquiry.
