Publication of minutes of council meetings

Purpose

The purpose of this bulletin is to outline the requirement for Queensland local governments to publish minutes of all council meetings.

Legislation

Section 69(4) of both the Local Government (Operations) Regulation 2010 and the City of Brisbane (Operations) Regulation 2010 provide that:

(4) A copy of the minutes of each meeting:
(a) must be available for inspection by the public, at a local government’s public office and on its website, within 10 days after the end of the meeting; and
(b) when the minutes have been confirmed – must be available for purchase at the local government’s public office.

Publication of minutes

Within 10 days after the end of a meeting, council must:

  • publish the minutes on its website
  • have a copy of minutes available for inspection by the public at its public office.

In cases where minutes are unconfirmed they should be published as such and superseded by the final copy once confirmed.

The requirement to publish minutes on council’s website applies to minutes of all meetings held from 1 July 2010. The regulations do not prescribe or make provision for a publication end date therefore minutes must remain on the website.

The requirement for minutes to be available for inspection and sale at councils’ public office applies to minutes of all council meetings regardless of date.
