The South East Queensland Regional Plan 2009-2031 (SEQ Regional Plan) identifies development areas within the Urban Footprint which will be a key focus for accommodating regional dwelling and employment targets. Development Areas require comprehensive planning for development and infrastructure delivery.

Types of development areas

The regional plan identifies two types of development areas - regional and local.

Regional development areas

Regional development areas are likely to require substantial state infrastructure and expected to achieve regionally significant dwelling and employment yields.

Local development areas

Local development areas are significant for the delivery of dwelling targets and employment for particular local government areas.

Delivery of development areas

The SEQ Regional Plan accommodates a range of processes for delivery, subject to providing appropriate planning outcomes and resolving key issues, including infrastructure funding, timing and delivery as described in the table below.  Delivery of Development Areas is outcome- not process-focused.

Development areas can be delivered through: 

  • local planning schemes
  • structure plans under Chapter 4 of the Sustainable Planning Act 2009 
  • development applications.

Development areas are located across the region particularly in areas required to accommodate significant growth. The planning of development areas will ensure ongoing delivery of residential development and job generation.
